Yeah. Looks like water is running down the outside wall and making its way through the concrete inside.

The bad news is that there is no easy or cheap fix for this. Once you get the water stopped a structural engineer can evaluate if the remaining rebar is enough for the loads. If it is then they will recommend cosmetic patching to keep the rebar covered to prevent more corrosion.

If they can’t sign off on the remaining rebar then you typically replace the ceiling from wall to wall, or build a steel support structure under the ceiling.
